America-Israel Patent Law: Israel PTO Issues Notice Concerning ...
Following the adoption of significant amendments to the Israel patent statute on July 9 and their coming into force (mostly) on July 12, on July 25 the Israel PTO published a notice concerning the implementation of the amendments.? Among other things, the ILPTO plans to make new file histories available online about once a month, coincident with the monthly online publication of the Patents Journal (the equivalent of the USPTO Gazette), as soon as possible after 18 months from an application?s earliest priority date have passed.? File histories of already-filed applications will also be made available in this manner, although no more than 4500 old applications will be made available per Journal publication.?
The plan is for the ILPTO to notify applicants or their legal representatives that the file history will be made public one month prior to this occurrence; if applicants do not wish for this to happen, they will have a week from notification to inform the ILPTO that the application has been abandoned, in which case the file will not be opened to the public.? Realizing that one week to respond is short notice, the ILPTO has indicated that applicants may be informed of impending publication by e-mail and may respond to such notices by email.? On the one hand, this represents a step forward for the ILPTO, which still is not set up for electronic filing of patent applications (more on this below); on the other hand, there was no notice or comment period for this new procedure, which undermines statements by the ILPTO that it wants its procedures to be transparent.
Interestingly, and commendably, the notice indicated that the ILPTO has adopted the suggestion made in the previous post on this blog, namely that the ILPTO will not open the files of PCT applications that enter the national phase until those applications have been published by WIPO, i.e. until 18 months from the earliest priority date have passed.? (According to the amended statutory wording, the opening of the files in such cases should occur within 45 days of national phase entry, irrespective of the earliest priority date, so that early-entry national phase applications would be made public before 18 months had passed.)
The notice also indicates that, exercising powers conferred on the Registrar by the amended statute, patent applicants filing in Israel will be required to submit a copy of the application on CD-ROM or DVD; the CD or DVD will have to contain separate files for the specification, claims, drawings and sequence listings.? Given that the notice shows that the ILPTO now understands that notices of abandonment can be filed electronically, why does it insist on requiring physical copies of patent applications to be delivered to the ILPTO?? The practice is prejudicial to applicants and practitioners who live or work far from Jerusalem, since they need to send their applications for filing several hours before Jerusalemites do; it?s environmentally unfriendly because it requires delivery by automobile or motorbike; and it aids countries that aren?t friendly toward Israel that supply the gasoline that powers those vehicles.? Why not just let people email in their applications, or set up a designated electronic filing portal??

Telkomsel's new unlimited messaging plan gives Indonesians an alternative to BBM
As far as monopolies go, word on the interwebs is BlackBerry holds a pretty major one with its own BBM in Indonesian territory. According to DailySocial, though, that all could be changing soon thanks to Telkomsel's newly introduced all-you-can-message plans. The deal's fairly simple, the Indonesian carrier's bundling applications like Opera Mini, Line, WhatsApp and KakaoTalk in an unlimited package, with pricing starting at a mere 30,000 Rp (around $3) per month. Obviously, with the inclusion of a couple of the aforementioned apps, Indonesians could -- in theory -- also make calls without using their precious minutes, which is quite a good deal for under four bucks. In the end, it looks like it'll come down to how attached folks are to all those BlackBerry Messenger pins and whistles.

Magnetic field, mantle convection and tectonics
ScienceDaily (July 27, 2012) ? On a time scale of tens to hundreds of millions of years, the geomagnetic field may be influenced by currents in the mantle. The frequent polarity reversals of Earth's magnetic field can also be connected with processes in the mantle. These are the research results presented by a group of geoscientists in the new advance edition of Nature Geoscience on July 29th.
The results show how the rapid processes in the outer core, which flows at rates of up to about one millimeter per second, are coupled with the processes in the mantle, which occur more in the velocity range of centimeters per year.
The international group of scientists led by A. Biggin of the University of Liverpool included members of the GFZ German Research Centre for Geosciences, the IPGP Paris, the universities of Oslo and Utrecht, and other partners.
It is known that Earth's magnetic field is produced by convection currents of an electrically conducting iron-nickel alloyin the liquid core, about 3,000 kilometers below Earth's surface. The geomagnetic field is highly variable, there are changes in Earth's magnetic field on a multitude of spatial and temporal scales. Above the liquid outer core is the mantle, the rock in which behaves plastically deformable due to the intense heat and high pressure. At the boundary between Earth's core and mantle at 2900 km depth there is an intense heat exchange, which is on the one hand directed from Earth's core into the mantle. On the other hand, processes within Earth's mantle in turn also affect the heat flow. The interesting question is how the much slower flow in the solid mantle influences the heat flow and its spatial distribution at the core-mantle boundary, and how this will affect the Earth's magnetic field which is produced due to the much faster currents in Earth's core.
Key variable heat transfer
"The key variable is the heat flow. A cooler mantle accelerates the flow of heat from the hot core of Earth, and in this way alters the also heat-driven convection in Earth's core," said Bernhard Steinberger of the GFZ German Research Centre for Geosciences. "Ocean floor sinking into the mantle due to tectonic processes can lead to cooling in the mantle. They cause at these sites an increased heat flow into the cooler parts, namely until they have been heated to the ambient temperature." That might take several hundred million years, however.
Conversely, the hot core of Earth leads to the ascent of heated rocks in form of large bubbles, so-called mantle plumes that separate from the core-mantle boundary and make their way up to the surface of Earth. This is how Hawaii came into existence. This increases the local heat flux out of Earth's core and in turn modifies the generator of the geomagnetic field.
Reversals of the magnetic field
In Earth's history, polarity reversals of the geomagnetic field are nothing extraordinary. The most recent took place only 780 000 years ago, geologically speaking a very short period of time. The research team was able to determine that in the period of 200 to 80 million years before present, reversals initially happened more often, namely up to ten times in hundred million years. "Surprisingly, these reversals stopped about 120 million years ago and were absent for nearly 40 million years," explains GFZ scientist Sachs. Scientists presume that the reason for this is a concurrent reorientation of the whole mantle and crust with a shift in the geographic and magnetic poles of about 30?. Known as "true polar wander," thisprocess is caused by a change in density distribution in the mantle. If it increases the heat flux in equatorial regions, it would presumably lead to more frequent field reversals, if it decreases it, the field reversal might not occur.
Looking to the future
According to current knowledge, therefore, an influence of plate tectonics and mantle convection on Earth's magnetic field seems quite possible. The article also shows, however, that further research is still needed for a better understanding of these relationships. In particular, more episodes of "true polar wander" should be derived from paleomagnetic data, and it should be determined whether these are usually associated with an altered behavior of the magnetic field (e.g. frequency of field reversal). Also, future models for the generation of the geomagnetic field should investigate the influence of the spatial and temporal variation of the heat flux at the core-mantle boundary in more detail.

?Until now, the government has been relaxing its abusive control of the media but, as it does not know how to assist the media in the new, rapidly emerging political and economic environment ? and has initiated at least three prosecutions since the start of the year,? Reporters Without Borders said in a recent statement.
Ethnic and sectarian violence that left more than 60 dead broke out in Rakhine state last month after news spread that a Buddhist woman was raped and killed by three ethnic Rohingya Muslims.
State newspapers highlighted the ethnicity and religion of both the rape and murder victim and the suspects, who were later convicted, using an ethnic slur to refer to the men accused of the crime.
The ministry of information, responsible for controlling the press and publishing state sanctioned news, reacted by indefinitely postponing the lifting of the country-wide practice of pre-screening news copy, initially planned for June 30. It claimed private media had incited violence.
The government accused Myat Khaing, editor of Snapshot, of defamation with the intent of inciting violence for publishing an image of the victim's corpse. A conviction carries a sentence of up to seven years.
?We are facing unjust British laws,? Mr. Myat Khaing?s lawyer told reporters outside the court last week. ?The reports in question simply repeated information that had already appeared in state media and on the Internet, and appeared after demonstrations had already occurred.?
The case is scheduled to continue next week, but cound drag on for several months, as delays are typical of the Myanmar court system. The journal is is suspended from publication.
?Conflict in Rakhine state has shone a harsh light on the sensitivity of the media environment and the very fragile nature of the newly recovered, but partial media freedom,? said Reporters Without Borders in a statement.
Myanmar's judiciary still lacks independence, and enforces antiquated and confusing laws drafted in the colonial era that have been amended and changed by several different military governments to support authoritarian rule since 1962.
In an impromptu press conference yesterday, Aung San Suu Kyi stressed the importance of an independent judiciary and rule of law.
?Courts in Myanmar are a tool of the government,? says Nyan Win, legal adviser of Ms. Aung San Suu Kyi?s party, the National League for Democracy, pointing out that many rulings are pre-determined, and rarely based on evidence. He says judges still make decisions based on directives handed down from the military.

Facebook shares hit new low on first earnings report since IPO
London, July 28 (ANI): Social networking giant Facebook's shares sank to a new low after the firm reported a loss of almost 50 billion dollars in market value since floating, according to a report.
The shares, sold at 38 dollars each tumbled 11 percent to close at 23.7 dollars in New York, as Wall Street digested the company's slowing growth, the Telegraph reports.
According to the paper, although Facebook's debut second-quarter results beat xpectations, the social network's sales growth eased.
The company admitted before its flotation that it had not yet found a way to generate significant advertising revenues from mobile screens.
According to the paper, its second-quarter results underlined that the company's growth is coming from users, with the number climbing 67pc to 543m by June 30.
Meanwhile, the firm's advertising revenues rose 28 percent to 992 million dollars during the quarter. (ANI)

"All the characters are composites of people I met over the years," said Siegel, who worked on the failed 2004 Democratic campaign when Edwards was on the vice presidential ticket. Still, she concedes: "It turns out the timing was great, between the Edwards trial and the elections."
Edwards, 59, has admitted he had an affair with his campaign videographer Rielle Hunter during the 2008 Democratic primary, which he lost to Barack Obama. In May, he was acquitted of a campaign finance charge after being accused of improperly funneling money from wealthy supporters to conceal the affair.
Siegel's novel, which she began writing about a year ago and was published this week by Weinstein Books, tells the story of Olivia Greenley, a national finance director who falls in love with her candidate, Landon Taylor, over expensive dinners with donors in Manhattan and The Hamptons.
Like Edwards, Taylor is a handsome statesman who speaks eloquently about American poverty, and whose political brand owes much to the appeal of his smart and charismatic wife.
Edwards' wife, Elizabeth, died in December 2010 after a long and public battle with cancer.
Siegel's decade in national politics began in 2000, when she worked on Hillary Clinton's successful campaign for the U.S. Senate. Four years later, Siegel, who is 35, went to work for the Democratic National Committee, and she served as northeast finance director during the 2004 presidential race.
She had no role in Edwards' 2008 presidential campaign and said she is not close to anyone in the Edwards family.

Despite quitting campaign life, Siegel admits some habits are hard to kick, notably her BlackBerry addiction. With a laugh, she admits she wrote much of the book on her phone while riding New York City subways.
"It sounds crazy, but there's no signal and there's enough going on so you don't doze off," said Siegel.
"I would get on the subway in the morning, go out to Coney Island, get out and have a soda, go back ... and email it to myself at night," she said.

Julien guided the Bruins to the franchise's first Stanley Cup championship in 39 years in 2011, and then followed that up with a second straight season above 100 points (102) in the 2011-12 campaign, before Washington ousted the Bruins in seven games in the first round of the playoffs.
Julien -- the 27th head coach in Boston's franchise history -- has led the team to a 228-132-50 overall record in five seasons behind the bench.
His 36-27 career playoff record ranks first in all-time post-season wins among Boston head coaches.
Julien was head coach of the Montreal Canadiens (2002-06) and the New Jersey Devils (2006-07) prior to coming to Boston.

ANCHORAGE, Alaska (AP) ? A new video initiative is bringing the famed brown bears of Alaska's Katmai National Park directly to your computer or smartphone.

"I think it's an unparalleled opportunity for people to get that front row seat of the lives of the bears at Brooks Camp," said Roy Wood, chief of interpretation for Katmai National Park and Preserve.
The project is a partnership with explore.org, which set up four high-definition cameras in Katmai, spokesman Jason Damata told The Associated Press. Three of them are at existing viewing stands where bear fans come to watch the animals.
The cameras provide access to a national park that is difficult to reach and expensive for most tourists. It is about 275 miles southwest of Anchorage, but no roads lead to Katmai. A trip there involves multiple airplanes and a lot of advanced planning: it's hard to get a lodge reservation at Brooks Camp before 2014. Camping is allowed, but on a reservation system that goes online Jan. 5.
"It takes a lot of time, a lot of effort and a lot of money, and the webcams will make it accessible to anyone with access to a computer, a smartphone, a tablet device," Wood said.
The park draws just under 10,000 visitors a year, but about 2,200 bears live in Katmai National Park. About 100 of them are in the Brooks Camp area.
One camera is at Brooks Falls, where the bigger male bears compete for salmon, some while the fish are trying to jump the falls. The bears eat mostly the brains and eggs of these fish and let the carcasses flow downstream. This is the prime viewing area now.
The second camera is about 150 yards away, where females and cubs eat the fish scraps floating downstream. The third is at the lower falls, where bears will congregate later this summer when dead salmon float downstream after spawning. "Any bear can catch them when they're dead," Wood said.
The fourth is on Dumpling Mountain and provides an aerial view of the entire ecosystem, including Brooks Lake, Naknek Lake, Brooks River and falls, and in the distance the Valley of 10,000 Smokes, Damata said.
"The placement of the cams is fantastic," Wood said. "I mean, they'll be close enough, many of the bears you'll be able to identity and follow the individual bears as they use the salmon at Brooks Falls and raise their young here."
The cameras are powered by solar and wind energy. Microwave signals are sent to the Dumpling Mountain camera, which are then sent to King Salmon, Alaska, where a T1 connection allows for the high-definition cameras to be broadcast to the Internet. The best action of the four cameras will be broadcast.
They are the latest addition to a list of live-streaming webcams in the Pearls of the Planet initiative for explore.org, underwritten by the Annenberg Foundation.
The subjects of other webcams include osprey off the coast of Maine, and polar bears in the Arctic and Scandinavia; locations such as the California redwood trees and in institutions like the Vancouver Aquarium, where cameras are directed on belugas and jelly fish. A camera in Brookeville, Md., is focused on a golden retriever and her new litter. The pups will be raised and trained to be service dogs for military members suffering from post-traumatic stress disorder.
"The mission is simple. We simply want people to fall in love with the world again," said Charles Annenberg, creator of explore.org and vice president of the Annenberg Foundation.
A previous attempt to set up live bear cams from Katmai with a museum in Homer, Alaska, failed due to lack of funding.
"It's very expensive to run streaming video, more expensive than we could handle with our partnership with the Pratt Museum because both of us don't have a good revenue stream," Wood said.
He said it was a "great, fortunate day for us that explore.org called and said they were interested."
Annenberg, who also goes by the name Charles Annenberg Weingarten, said the intent of the bear cam and others provided by the organization is to make adults fall in love with the world again.
"I think when you watch these brown bears, and the salmon going upstream and you see the beauty of this nature, I think it's going to put a smile on your face and a sense of bewilderment and awe you felt a long time ago when we were all kids," he said.
He said when people view the live stream, he hopes they realize what they are seeing is pure ? there's no ulterior motive other than an experience to reconnect with nature.
The cost of the project wasn't disclosed, but explore.org will absorb the full costs. No advertising will be sold.
